Announcements: Dr. Collins made brief announcements on the success of the Combined Federal Campaign at NIH, the launch of the National Center for Advancing Translation Sciences, and the recent press coverage of the National Science Advisory Board for Biosecurity review of H5N1 research.
FY12 Budget Update: Neil Shapiro and Sally Rockey
Mr. Shapiro discussed the NIH's FY12 budget ($30.869 billion) included in the omnibus bill that was signed by the President on December 23, 2011. It also includes specific increases for the Buildings and Facilities account, the Institutional Development Award program, and the Cures Acceleration Network.
Dr. Rockey described the proposed funding strategies for FY12. The proposed strategies include discontinuing inflationary increases for all competing and non-competing awards issued in FY12. The proposed strategies also include making efforts to keep the size of awards constant at FY11 levels or lower, increasing training stipend levels by 2%, and supporting new investigators at success rates equal to those of established investigators submitting Type 1 R01s.
